His professional experience includes working for internet service providers like AT&T, Level3 and MCI, as well as networking technology companies like Calix, Aktino and Vina Technologies.
Brian believes that all Americans should have access to high-speed, affordable internet access through creating choice for consumers and demonopolizing the internet industry. He is passionate about building the future of open access across the United States through SPARQ.
Dr. Cleary has more than two decades of experience in telecommunications and fiber access, and is an active member of numerous standardizing bodies including FSAN, ITU-T and the MEF Forum. He has been internationally recognized for his contributions to the GPON standard and has served as co-editor for the GPON Transmission Convergence Specification, the GPON Implementation Guide and the GPON Interoperability Test Plan for PHY and TC Layers.
Previously, Dr. Cleary was a tenured professor of physics at the Naval Postgraduate School in Monterey, CA, where he conducted independent research and taught graduate-level physics.
Justin brings to the table more than 20 years of experience in the technology sector and specializes in building application platforms and integrated systems. His work has included business process automation, cloud implementation and network and system security.
Notably, Justin has led software teams that support the U.S. federal government and he has proudly served on the state of Colorado’s Broadband Deployment Initiative. This first-hand experience was pivotal in informing Justin’s perspective on how communities and ISPs must work together to end digital inequity.
In his previous role as a strategy consultant, he worked on over 35 projects ranging from capital deployment prioritization for rural ISPs, to fiber M&A commercial due diligence for private equity—and even developed detailed FCC auction strategic plans for large telcos.
He is proud to be part of an organization that is reimagining how broadband in communities should operate—empowering homes, businesses, communities, municipalities and ISPs with high-speed fiber solutions.
Throughout her career she has demonstrated leadership in board relations, cost containment opportunities, strategic planning, and operations improvements. In her spare time, she enjoys spending quality time with her family, playing sports and participating in a range of outdoor activities. Juli is an actively licensed CPA in Colorado and holds a B.S. in Accounting from the University of South Dakota.
